Proverb 3:19 -20

These verses has always confused me. It seems to be operating in two different directions.

There are three stages in these verses. The earth is founded, the heavens established, and the sea burst open and dew decsends on earth. This makes sense, it is the normal sequence of events.
The earth is founded. From a cloud of particles the earth and other planets coalesce into planets at the required speed, size, and distance from each other to produce the condition required to produce the life we are familiar with.
The heavens are established. The Ozone is formed to block out the harmful effects of Solar radiation, which would have the unfortunate effect of shred macro-molecules as they are formed.
The seas burst forth and the dew descends. The hydro cycle begins.

However the sequence of events that seems to run backwards is Wisdom, then understanding, then knowledge.
It is my understanding that one first gains Knowledge. Through repeated observation of the use of that knowledge we gain an understand of its proper use, which very definition of wisdom. As it is written though God founded to Earth with wisdom, and ended with knowledge.
